Technical Explanations About the Hosting of the 2018 AM IMF-WBG

Nusa Dua, Bali - In general, the hosting of the 2018 Annual Meetings of the International Monetary Fund (IMF)-the World Bank Group (WBG) in Bali ran very well as all the programs were conducted on time and there was no delay in the implementation. So far, we have not found any extraordinary incidents that disrupted the events, be it main events, side events, parallel events, or host country event.

The IMF and WB reported that the AM IMF-WBG in Bali has raised the expectation and the hosting standard of other Annual Meetings in the future, especially those held outside Washington DC.

The success in hosting the AM shows the capacity of the Indonesian Government and excellent coordination with all the stakeholders in the international community. Under a strong leadership from President Joko Widodo, Indonesia is able to host a number of major events simultaneously amidst the relief efforts in the wake of natural disasters that hit various places in Indonesia.

The number of participants:
1) Registration through the MTS (IMF-WB): 15,049 participants
2) Registration through the IPT (National Committee): 21,620 participants
3) The total number of registered delegates/participants: 36,669 people

The arrivals of delegates/participants based on immigration/customs are recorded as follows:
• The number of delegates/participants served through the special immigration counter for the 2018 AM IMF-WBG at Ngurah Rai airport in Bali from 5 to 14 October reached 6,907 participants (The US= 738; the UK= 517; Germany= 330; Japan= 258; France= 245; Singapore= 233; Australia= 228; China= 211 and many more). It was estimated that 10% of the participants did not report to the 2018 AM IMF - WBG special immigration counter, or around 690 participants. The estimated total participants arriving at Ngurah Rai airport is 6,907 + 690 = 7,597 participants.

• Delegates/participants who landed at Soekarno Hatta airport were spread both through regular services and there were some who contacted Hospitality-Desk AM2018 at Terminal 2 and Terminal 3 at the airport. The number of participants that contacted Hospitality-Desk reached 612 participants. The estimated participants arriving through Soekarno Hatta airport based on the number of international-flight is the same as those arriving at Ngurah Rai Airport, around 6,000 – 7,000 people.
• With the assumption of those arriving through Soekarno Hatta airport reaching 6,500 people, added with those arriving through Ngurah Rai airport at 6,907 people, it is estimated that the total number of foreign delegates/participants arriving in Indonesia reached 6,500 + 6,907 + 690 = 14,097 participants.

The total budget ceiling and expected cost realization are:
1) Budget Ceiling (APBN 2017-2018): Rp855,5 billion.
2) Estimated budget realization (based on contract): Rp566 billion.
3) Realization and payment of various contracts of ongoing programs, in accordance with the term and the contracts of the hosting of the events. Early information from the Commitment Making Officials and the National Committee, in accordance with the commitment to implement efficiency measures, it is estimated that the total realization of costs can be cut into around Rp500 billion.

The total event during the 2018 AM between 9 to 13 October, starting from major events (AM Plenary, DC Meeting, IMFC Meeting) to minor events (Bilateral Meeting), reached 2,925 events:
• The number of major events registered at the MRA (Meeting Room Arrangement) reaches 325 events (301 + 30 – 6 = 325)
• Events held by respective countries (there are 154 countries that rented offices, including MoF, CB, IMF-WB, Observer), with the assumption of 5 activity days, per day 2 to 3 meetings: 154 countries X 2 events X 5 days = 1,540 events
• Events held at BCCR (Business Center – Conference Room) reached 53 rooms, max 2 hours per event (assumption of 4 events per day) for 5 activity days: 4 events X 53 rooms X 5 days = 1.060 events
• The total number of events: 325 + 1m540 + 1,060 = 2,925 events
• Note: many events were held by private sectors, banks/financial institutions, investors, rating agencies, and others outside the AM2018 and those held outside the venues of the 2018 AM.

Light stories during the hosting of the 2018 AM:
1) The story about the number of delegates, participants, and supporting officials whose number far exceed from the initial estimation.
2) Decision of Coordinating Minister for Maritime Affairs to hold daily meeting : at 9 am TSM – MTS (daily briefing); at 4 pm internal TSM (daily evaluation); at 5 pm TSM-MTS (daily evaluation); at 6 pm daily evaluation meeting (directly led by Coordinating Minister for Maritime Affairs along with Chief of Staff of the Indonesian National Defense Forces (TNI), Governor of Bali, Chief of Bali Regional Police, the Bali military commander, Kopasus commando general presidential security details, ITDC and security officials of the MTS team).
3) The story about vehicles for HoD and SM IMF-WB.
4) The story about the regulation of putting stickers and Badge-ID.
5) Coordination about regulating transportation and traffic.
6) The story about 10 vehicles for OD whose ban got thin and a car with plate AM that broke down.
7) Coordination of arrangement of security and security-check.
8) The story of an earthquake on 11 October at 02.44 Indonesian central standard time.
9) The testimony of Parliamentary Forum participants:

IMF is hosting side events besides plenaries as the main events at the Bali Annual meeting discussing around the Global Economy. The World Bank Group is hosting events exploring Human Capital, achieving inclusive growth, including urbanisation, tax and inequality, how peer-to-peer technology could harness technology for growth, how to reach the SDGs, issues facing different regions. Both in joint meetings discussing Financial Technology (FinTech) Agenda in Bali 2018 AM IMF-WBG in Nusa Dua.

The World Bank Group is hosting events exploring human capital, achieving inclusive growth, including urbanisation, tax and inequality, how peer-to-peer technology could harness technology for growth, how to reach the SDGs, issues facing different regions, - focussing on Asia and Africa, how famine could be mitigated, how development can be financed, - using the global financing facility, Islamic finance roundtable, green financing and the Bali FinTech Agenda.

The international Financing System will require strengthening through normalising monetary policy across developed countries, to minimise challenges faced by developing countries, finishing the on- going IMF Governance reforms and ensuring the Global Financial Safety Net (GFSN) is strengthened through Regional Financing Arrangements.

Indonesia as a developing country will need to develop a second line of defence, policies responding to the emerging policy from developed countries, to minimise trade imbalance risks
